This calls for the immediate inspection of every public facility in the Empire. We will ensure that each facilty has an adequate supply of first-aid and emergency supplies. All facilities will be equipped with an emergency alert system, as well as established evacuation procedures, with biannual training. While this will greatly aid victims of natural disasters, I would like to go a bit further in the case of military conflict. When a facility is being dismantled by a military action, I propose that a mandatory 30 minute warning be sent to the civilians in each facility being targeted. This will be more than enough time for evacuation. I propose that non-compliance with the advance warning requirement be considered a war crime.

(It is important to note that the warning is not a demand for permission from any outside party, nor is it an obligation to advertise upcoming military actions on public forums. Our only concern is for the safety of unarmed and innocent civilians)

“CANPA is understood that it is always followed unless the attacking house specifically states in a forum post, with mention of the law, that they are violating CANPA. CANPA is not meant to limit roleplaying, it is meant, from an IC and OOC perspective, to prevent stagnant conversations regarding the status of civilians in a military operation. While it does not change the ability of a House to accuse another house of killing civilians, it changes the dynamic. As it is assumed that Houses will abide by this law regularly, it is an insult against a house to accuse them of violating CANPA, and should only be done if agreeing with the attacking house through pm's about what evidence the attacked house has (such as video tapes or eyewitnesses) , or formally insult the attacking House using in-game mechanics.”

Additional Notes

CANPA is one of the few pieces of legislation to be considered implicitly grandfathered in after the Clean Slate. Its primary purpose is to make it impossible to commit atrocities with massive civilian casualties unless specifically intended.
