Preamble

We the Nobility of Hel, in order to form a more perfect Imperium, establish Justice, insure Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Order to ourselves and our Posterity, do ordain and establish this Charter for the Empire of Hel.

Article I: Jurisdiction and Establishment

i. Let all known planets and all known Houses of Nobility be part of the Empire and under the Jurisdiction of the Empire, accept this Charter as fully and legally binding, with exceptions being left to the discretion of the Emperor of Hel and the Imperial Legislative.

ii. Let any prior laws contradicting this Charter be null and void.

iii. Let any action not specifically prohibited by this Charter be considered fully legal, and to be left to the discretion of the Imperial Legislative.

iv.Let the Standard Galactic Coordinates(SGC) be defined as thus: Rukbat shall have the coordinates (0,0). All planets will have some coordinates (x,y) relative to Rukbat using the metrics identical to the Imperial Coordinates System.

v. Let there be four Galactic Quadrants: Northeast, Southeast, Northwest, Southwest.

vi. Let the Northeast Quadrant consist of those worlds whose coordinates are given in some numbers (x,y) in the SGC such that both numbers are the same or greater than 0.

vii. Let the Southeast Quadrant consist of those worlds whose coordinates are given in some numers (x,y) in the SGC such that x is the same or greater than 0 but y is strictly lesser than 0.

viii. Let the Northwest Quadrant consist of those worlds whose coordinates are given in some numbers (x,y) in the SGC such that x is strictly lesser than 0 but y is the same or greater than 0.

ix. Let the Southwest Quadrant consist of those worlds whose coordinates are given in some numbers (x,y) in the SGC such that both numbers are strictly lesser than 0.

x. Let all Imperial subjects hereby swear their undying allegiance to the Houses of Nobility, forsaking all others.

xi. Let all Houses of Nobility hereby swear their full allegiance to the Imperial Throne and it's holders.

xii. Let any planet that is, through the exceptions made in section i, outside the Jurisdiction of the Empire, be required to offer in tribute something that is to be decided by the Emperor of Hel and/or the Imperial Legislative.

Article II: The Legislative

i. Let all legislative powers herein granted be vested in an Imperial Legislative, which shall consist of a House of Lords and an Imperial Senate.

ii. Let the House of Lords be consisted of all Houses of Nobility, wherein each House is provided with a single seat and vote, whose session can be called by any member.

iii. Let each seat be filled with the Head of each Houses of Nobility.

iv. Let the right of each Noble holding the Seat to send some other representing him if direct participation not be desired be respected.

iv. Let there be four Viceroys, one for each of the four Galactic Quadrants.

v. Let each Viceroy from each Quadrant be elected by Houses of Nobility whose homeworlds are in said Quadrant.

vi. Let a new Viceroy for a Quadrant be elected everytime an existing Viceroy passes away.

vii. Let each Viceroy hold two votes in the House of Lords which they are free to spend in anyway they desire for any session, except in matters pertaining to electing another Viceroy.

viii. Let the House of the Emperor hold three votes within the House of Lords which they are free to spend in anyway they desire for any session, except in matters pertaining to electing a new Emperor.

ix. Let the Imperial Senate be a body consisting of all sitting planetary governors convening to discuss, pass, repeal, and enact the laws of the Empire.

x. Let no governor of a world outside the jurisdiction of the Empire be granted a seat in the Senate, and any governor of a world seceded/withdrawn from the jurisdiction of the Empire shall forfeit their say in the Senate.

xi. Let it be such that any bill put before the Senate shall require official and open discussion, that a second be required before any bill may be voted upon, that any bill shall be considered passed in the Imperial Senate with a simple majority, that voting shall take place on the 21st day of the month in which it is seconded, or the proceeded moth, shall the 21st have already passed, and that any bill seconded between the 10th and 21st shall be considered null and void.

xii. Let the Emperor of Hel retain the right to call for an emergency resolution, should such matter be deemed of necessary urgency, in which the resolution shall still require simple majority, but shall be considered to have passed in the Imperial Senate the moment such a majority is reached.

xiii. Let any legislation, repeal, or amendment be considered passed and being legally binding only once it has passed in the Imperial Senate and both received a majority vote in favor in a session of the House of Lords.

xiv. Let the Imperial Legislative possess the ability to alter or amend this Charter at any time.

Article III: The Imperial Throne

i. Let the executive powers of the Empire be vested in the Imperial Throne and the individual who holds it.

ii. Let the House holding the Throne be called “the House of the Emperor” and the individual who holds it the “Emperor of Hel”.

iii. Let the Imperial Throne and the Emperor of Hel(hereby abbreviated as “the Throne”) be bound by law and right to see to and enact all policy set forth by the body of the Imperial Legislative.

iv. Let the Throne retain the right to declare Houses Renegade and pardon Renegade Houses independant of the Imperial Legislative.

v. Let the Throne retain the right to veto any ruling from the Imperial Legislative.

vi. Let the Throne retain the right to create and remove various Positions and Titles within the Empire, and to appoint Nobles to such Positions and Titles.

vii. Let the Emperor of Hel be chosen by the House of Lords, in a manner proscribed in the following.

viii. Let the candidates for the Emperor of Hel be chosen from the ranks of the Viceroys, who must be nominated by a House of Nobility other than themselves.

ix. Let the House of Lords conduct a session to vote once two or more candidates for the Emperor of Hel be nominated.

x. Let the candidnate who received the highest number of votes be the Emperor of Hel.

xi. Let each Emperor of Hel reign until his death or abdication, after in which a new election will be held.

xii. Let there be the Position and Title of “Imperial Regent”, who will take over the executive duties of the Throne when the throne is vacant during an election for an sucessor.

Article IV: Governorship of Worlds

i. Let the elections to the position of planetary governor be called on the 21st of a month so determined based on the planet in question.

ii. Let two months be allotted for enrollment and campaigning of candidates, with results to be determined on the 21st of the final month in question.

iii. Let no more than 10,000 solars per month (not considering the salary of the candidate in question) be spent on campaigning on any given planet.

iv. Let a planetary governor sit for a term of three standard years, barring removal or resignation.

v. Let any candidate found to be embezzling tax revenue for personal use be stripped of their office, with other penalties as prescribed by the Emperor of Hel or the Imperial Legislative.

vi. Let the planetary governor retain the right to amend the legal and fiscal policy of the planet wherein they hold office.

vii. Let monopolies on any good be capable of being granted by the governor of any given planet.

Article V: Rights of the Nobility

i. Let it be unlawful for any of Noble blood to so dilute it through marriage to one of non-noble status.

ii. Let any marriage between Noble Peers wherein one or more parties recede from the ranks of the Nobility be declared null and void in the eyes of the law and the Empire.

iii. Let any offspring so resulting from such a union be barred from House succession, but that they be otherwise considered citizens of the Empire, and may be otherwise employed.

iv. Let any offspring of two Peers of the Nobility be considered legally of Noble status.

v. Let all laws regarding the delineation of offspring-succession via House lineage (IE matri- or patri-lineal) be hereby reinstated and customs respected.

vi. Let all former laws regarding intra-House succession be reinstated and customs respected.

vii. Let all Houses of Nobility be granted the right to retain a standing army, for the purpose of defense of House and Empire.

viii. Let any unprovoked act of aggression by one House against another taking place within the Jurisdiction of the Empire result in the application of “Renegade” status to the aggressor, and let their holdings be accosted at will by their Peers in the Nobility.

ix. Let all other laws delineating the sacred rights of Feud be hereby reinstated and customs respected.

x. Let it be reaffirmed that the ancient and honored sport of dueling is to be considered legal throughout the Empire.

xi. Let all other laws relating to the sacred rights of honorable dueling be hereby reinstated, and customs respected.
